Health System Specialist - US Military Treatment Facilities under DHA

 


 Functions

    Monitor healthcare delivery systems for trends, analytics and comparisons to improve the healthcare delivery process.

    Track, verify and submit payment of invoices via WAWF for the department.
    Manage the execution of budgets to determine if requests for funds and expenditures are appropriate, justified and timely.
    Optimize healthcare delivery responsibilities by identifying, analyzing and documenting issues, patterns and trends affecting healthcare delivery processes and systems.
    Perform in-depth program analysis of health care delivery systems and processes to confirm compliance with established standards and practices.
    Run statements of funds (SOF), purchase requisitions and funds movement reports in electronic budgeting and procurement systems.
    Analyze SOF for over/under execution, contract award status, and funds movement.
    Use systems such as General Fund Enterprise Business System (GFEBS) or Worldwide Area Workflow (WAWF) to track budget information, manage invoices and Global Purchase Agreement (BPA) for the department.
    Participate in budget, contracts and/or logistical tasks within the department.
    Provide effective communication with vendors, hospital staff, management and peers in verbal and written form.
    Use automated systems to create and submit purchase requisitions for the department.

Terms Conditions of employment


    Appointment may be subject to a fitness or suitability determination, as determined by a completed background investigation.
    This position requires the incumbent to be tested for tuberculosis.
    This position requires the incumbent to be able to obtain and maintain a determination of eligibility for Level 3 security screening or access for the duration of employment. A background investigation and credit check are required.

Qualifications

To qualify, you must meet the education or experience requirements outlined below. Experience refers to paid and unpaid experience, including volunteer work performed in national service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes using various healthcare databases and systems to monitor healthcare delivery processes within a medical treatment facility (MTF); analyze healthcare data to identify issues with healthcare processes; use systems such as General Fund Enterprise Business System (GFEBS) or Worldwide Area Workflow (WAWF) to track budget information and manage invoices and General Purchase Agreements (BPA); and assisting with budget forecasting, conducting market research, developing and tracking contracts, and/or performing logistical tasks within an organization).

Education: Ph.D or equivalent doctorate or 3 full years of progressively higher level graduate study leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the job of the position, such as: Administration hospital, public health administration, business or public administration with courses in health care administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the calculated percentage of requirements is at least 100%. To calculate the percentage of requirements, divide your total number of months of experience by 12. Then, divide the total number of graduate semester hours completed (or equivalent) beyond the second year (number total graduate semester hours minus 36) by 18. Add the two percentages. .
